The Demise of the 28-Clause Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble
Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Diplomacy and Destruction
The succession of opposing developments captured the bleak nature of the current period. By day, diplomatic battles are waged: hopeful statements are delivered from various governments. Significant resources is devoted on restraining certain initiatives. By night, Russian leadership brutally reminds the world that, for them, war remains the key method for achieving "resolution".
Nocturnal Warfare
As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is capable of detecting missile launches from across the border, a ability provided through timely intelligence. From observation points, defense planes that had been deployed to intercept incoming aerial threats flew past – advanced fighter aircraft supplied to Ukraine by Western partners.
Shortly after, Kyiv's missile defense engaged: defensive missiles fired to intercept a hostile projectile. This was a advanced protection mechanism at work, most likely delivered by allied countries. Every firing shakes the surroundings, shaking the windows. The instant of fear quickly becomes grim resignation: maybe the approaching threat won't hit its mark this time, protecting urban areas from catastrophe and additional electricity failures.
Continuous Dangers
Following this, a heavy machine gun engaged a aerial vehicle in the vicinity, part of a rapid response unit – probably Western-made equipment. Regrettably, the projectiles didn't strike the hostile drone – it continued its flight toward its destination.
With pauses, this persisted until dawn. Kyiv awoke to the morning news: multiple fatalities, destruction and utility failures in multiple buildings as a result of the evening attack. As customarily, everyone still went about their day – enduring hostilities. But those full day illustrated Ukraine's critical military reliance on external assistance – a need that neighboring countries are evidently unprepared to replace in the immediate future.
Ineffective Peace Efforts
The detailed framework from American leadership provoked deep reactions, debate and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.
Every new approach from American administration follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually achieve victory. This trend will, certainly, endure.
Political Considerations
It is tempting to accuse certain parties of consistently pushing Russian terms. But that does not seem to be the complete picture. Washington works based on a principle understood by international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The White House assumes that it is unrealistic to force Russia to relinquish the areas that it already controls in Ukraine's south or east.
The challenge is that while recognising this factual reality, American administration does little to discourage Russia, through statements or actions, from believing that the situation will not evolve additionally in its favour in the near future.
Divergent Views
Therefore, the Kremlin is confident that time is on his side – that Ukraine and its partners are coming close to fatigue. Their reason to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leadership remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing lives and land but preventing a total frontline collapse until conditions improve in its favour.
Present Conditions
Realistically, there are no actual prerequisites for a truce. Now, personal considerations are becoming relevant: leadership ambitions to mediate resolution and secure international recognition, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unsuitable, so that their attention does not switch to homefront challenges. And although their objective will now be considerably more difficult after latest incidents, it remains highly unlikely that this will modify their basic position.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a only one week to kill the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, current information leaks, all served their function.
While new plans based on old ideas are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and demonstrate specific hesitation to modify developments, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
